| The proposal made by Friends Of The Farm (“FOTF”) to the City of Dallas is a plan for the continuation and
expansion of community services at the historic 340-acre park known as Samuell Farm. FOTF was created to
preserve this landmark visited by hundreds of thousands of local residents over the past two decades, and to ensure its
continued operation as an "island of innocence" for future generations that come to hike, picnic, fish, or gaze
across a broad expanse of Tall Grass Prairie and fertile farmland.
Included in this group of future "farmers" are over 275,000 schoolchildren in grades PK though 12 who will benefit
from the educational and recreational experiences that Samuell Farm will provide. Other programs and services
are directed at benefiting over 225,000 children in Dallas County who are affected by the consequences of divorce,
separation, abuse, or neglect. Additional community service programs under consideration will benefit the elderly and infirm.

| The implementation of this program requires no funding by the City of Dallas. It does not rely upon
tax increases on special bond programs. Start-up capital will be obtained from the private sector.
Future funding, if needed, will be obtained through donations or through revenues derived from services offered at
Samuell Farm. All revenues net of ordinary operating expenses will be used for the future operation, maintenance,
and expansion of Samuell Farm. FOTF is a Texas non-profit corporation that was formed for the sole purpose of
leasing, managing, operating, expanding and preserving Samuell Farm. Incorporated in February of 2002, FOTF was
given tax exemption status as a federally recognized 501(c)(3) corporation on June 7, 2002.
